MISSION STATEMENT
The mission of the CYBA is to provide children in the local area the opportunity to learn and play the game of basketball, and to learn good sportsmanship. Our approach is as varied as the number of volunteers that help administer the program. Some may focus on defense, some on offense, but we all should maintain our focus on the qualities that will guide our children to successful adulthood.
Winning and success are wonderful rewards for hard work, however, let us not neglect the lessons learned from losing and the strength of character it takes to do either with dignity.
CYBA COACHES’ CODE OF CONDUCT
As a coach in the Camillus Youth Basketball Association, I support the CYBA Mission Statement and have received the CYBA Coaches’ Handbook, and agree I to adhere to the following standards for conduct:
A. The CYBA is an instructional league and as such the goal is teaching good sportsmanship and how to play the game, and not necessarily winning the game.
B. Each player will play at least one full quarter and sit one full quarter in each game, and I will attempt to give all equal playing time beyond that requirement.
C. The use of profanity is prohibited by anyone.
D. Arguing with referees, spectators, etc. is prohibited.
E. I will be on time for practices and arrive a few minutes early for games. If I am unable to attend I will make arrangements for representation to avoid rescheduling.
F. No physical contact with participants (other than an encouraging pat on the back).
G. Trash talking and taunting will not be allowed and I will encourage players to be respectful of all those participating in the program.
H. I realize that we are all role models and as such I will conduct myself with respect and common courtesy for others.

Utilize the website at www.cybahoops.com for league information. The website will provide practice and game schedule information and updates and much, much more. Coaches should distribute the web site address to players and parents and encourage them to use it regularly.

CAMILLUS YOUTH BASKETBALL ASSOCIATION GENERAL RULES AND REGULATIONS 1995; Revised 1998 and 2001 Part I Registration
A. Mail-in registration forms are mailed to the previous year’s participants during the month of September, and walk-in registration is held on at least two (2) Saturday's during the month of October. Time and place of walk-in registration to be determined by the Registration Committee.
B. The Program shall be offered to all boys and girls ("players") who reside in the West Genesee School District. Due to the number of participants (over 900) and limited gym time, CYBA is not registering new participant families from outside the District. Players from outside the District who were registered and participated in CYBA prior to the 2001-2002 season, as well as such player’s siblings, may continue to participate in CYBA.
C. Grade requirements for the various leagues are established by the Board of Directors, and shall be so noted on the registration form. There are no exceptions.
D. Players who register during the registration period will automatically be placed on a team; players who register after the close of the registration period shall be placed only if there is an opening on a team within the player’s age group.
Part 2 Registration Fees
A. The annual registration fee shall be established by the Board of Directors subject to an annual review.
B. The annual registration fee for additional members of a family shall be a pro-rated amount of the base fee.
C. Players residing outside the West Genesee School District shall be charged an amount higher than the base registration fee, as determined by the Board.
D. Refund of registration fees paid will be allowed only if the player has not played in any league game.
Part 3 Player Assignment
A. Assignment of players to teams shall be the responsibility of the league Commissioner, and shall be consistent with CYBA rules, including the CYBA Player Assignment Procedures.
B. The following exceptions to rules for assignment of players to teams are allowed:
1. A coach’s child may be placed on the coach’s team if so desired, provided that the child is in the proper grade for the particular league in which the parent/coach is coaching.
2. Siblings may be placed on the same team if desired, provided that they are in the proper grade for the league in which the will be participating.
3. Players remain assigned to the same team for the duration of play within the specified league.
4. Transfer of a player from one team to another will be allowed provided the player obtains the permission of both coaches and the league Commissioner deems such not to injure the parity of the league.
Part 4 League Commissioners
A. League Commissioners shall have been actively involved in the CYBA for a minimum period of two years.
B. League Commissioners shall be appointed by the Board of Directors for a two year term. League commissioners may not serve consecutive two year terms,
C. League Commissioners shall have the following duties:
1. Appoint all coaches to the Commissioner’s league.
2. Instruct coaches concerning league rules and regulations and monitor coach’s compliance with the rules, including the spirit of the rules.
3. Schedule all practice time, league games, playoff games, and all other programs concerning the Commissioner’s league.
4 . Propose, for review and approval by the Board of Directors, league rules not otherwise addressed by these rules and the CYBA playing rules.
5. Remove a coach, after consultation with the CYBA president, if such coach’s actions are not in the best interest of the league.
D. The actions of the Commissioner are subject to review by the Board of Directors, and if such actions are not in the best interest of the league, the Commissioner may be removed by the Board.
Part 5 Coaches
A. Coaches shall be appointed by the League Commissioner.
B. Coaches are required to attend at the pre-season Coaches’ Meetings. Failure to do may result in the coach being removed from the Program.
C. Coaches shall be responsible for knowing, understanding and following all CYBA rules and regulations.
D. Coaches are responsible for adhering to the letter and spirit of the Coaches’ Code of Conduct, and are responsible for the conduct of the coach’s players while on site at league sessions, including immediately before, during and immediately after practices and games.
Part 6 Games
A. Games shall be played at the time and place so designated.
B. Complement of Players.
1. Five (5) players available to play at the start of a game shall be a "complement of players."
2. If, at game time, a team has less than the required complement of players, and the other team has at least the required complement of players, the game is forfeited to the team having the required complement of players.
3. If, at game time, a team does not have a coach, the game officials may appoint an acting coach from the audience.
C. All games as scheduled will be played unless such game is canceled by (1) a school function that closes the gym or school where the game is scheduled to be played, or (2) a school closing. This means that neither coaches nor Commissioners may cancel or reschedule games.
D. When, at the start of a game, both teams have the required complement of players but one team has fewer players than the other team, the following rule may be applied:
1. Every player must play the required time as so stated in these rules.
2. The number of players on each team required to sit for a full quarter shall be equal to the number of players on the team with the lesser number of players. For example, if team "a" has 10 players and team "b" has 8 players, team "a" shall be required to sit only 8 players.
Part 7 Rule Changes
A. Proposed rule changes should be submitted in writing to the Board for review.
B. Proposed rule changes shall be voted on by the Board, and a 2/3 majority vote of Directors attending the meeting is needed for approval of all rule changes, provided, however, that no vote will be taken unless a quorum of Directors is in attendance at the meeting.
CAMILLUS YOUTH BASKETBALL ASSOCIATION PLAYER ASSIGNMENT PROCEDURES (October, 1996; Revised 1997, 2000)
The Evaluation Process below applies to all Leagues. The Selection Process applies to all Leagues except the Instructional League. (See Note at end of the Procedures regarding player assignment for Instructional League.)
Step 1. At the beginning of each Season, the Registration Committee will provide each Commissioner the following:
A. A Team Roster, for each Coach, showing the Players returning to his/her team for the current season with A, B, or C rating designated.
B. A list of all Players entering the League from a lower age-group CYBA League, with A, B, or C rating designated.
C. A list of Players entering the League who did not play in CYBA last year.
Step 2. From this information the Commissioner will:
A. Evaluate the Team Rosters in accordance with Step 5 below (Selection Process).
B. Schedule a pre-season League Coaches Meeting, to be held on the Selection Night assigned to the League, where Coaches will be provided their returning team rosters and Players who did not play in CYBA last year will be evaluated using the CYBA rating system from Step 4 below.
C. Add the names of the new CYBA Players evaluated and assigned a rating on Selection Night to the list of returning CYBA Players entering the League (from Step 1B above).
D. Start the placement process by filling the needs of each team based on the Players’ ratings and the Commissioner’s evaluation.
Step 3. Evaluation Process.
A. During January each Season, the Registration Committee will provide Commissioners a CYBA Player Evaluation Form for each Team in their League.
B. The Commissioner will forward to each Coach the CYBA Player Evaluation Form for the Coach’s team.
C. Each Coach then assigns a current rating on the Player Evaluation Form for each Player on the team according to the CYBA Evaluation Method in Step 4 below. The CYBA Evaluation Method must be used by all Coaches.
D. Each Coach then turns in the completed Player Evaluation form for his/her team to the Commissioner.
E. In February, each Commissioner will hold a League Coaches Meeting where, in addition to other topics, the Player Evaluation forms will be reviewed.
Step 4. CYBA Evaluation Method. All coaches will use this designation:
1. Player is new to the game and is still learning about the game, skills, and concepts of basketball. 2. Player understands the fundamentals of the game, but needs improvement on basic skills. 3. Player’s skills are average / appropriate for his / her grade level. 4. Player usually plays above the average level and knows the basic concepts of the game. 5. Player exceeds or is consistently playing above their current grade level.
It is important to the success of the Player Assignment process that the above rating system be used by all coaches.
Step 5. Selection Process:
A. Upon receipt of the Team Rosters from the Registration Committee, the League Commissioners shall evaluate each team roster of returning players to ascertain the needs of each team in relation to the number of A, B and C Players.
B. During the selection process, the Commissioners shall, based on his/her evaluation, complete the Team rosters by assigning the Players entering the League as equally as possible between A, B or C players.
C. Upon completion of Team Rosters, the Commissioner will provide each Coach with a copy of their Team Roster, and will provide a list of each Team Roster to the Registration Committee.
D. Players registering in CYBA after the selection process has been completed shall be assigned a rating by the Commissioner, with the consensus of the Coaches, and placed on a team of the Commissioner’s choice.
E. Coaches will notify the Players of their Team assignment within 2-3 days.

In the Instructional and PeeWee Leagues, parents' requests regarding groupings of players for car-pooling and other reasons are taken into consideration by the Commissioner wherever possible.)
CAMILLUS YOUTH BASKETBALL ASSOCIATION PLAYING RULES Revised 1996, 2001, 2002,2003
All Leagues, except the Instructional League, play regularly scheduled games. The following rules apply to all games except where otherwise indicated. (The Instructional League has controlled scrimmages (which are run and refereed by the coaches) between teams as part of regularly scheduled practices.) All rules not stated below shall be in accordance with New York State High School Federation Basketball Rules.
RULE NO. 1
A. Playing Time:
1. The goal of CYBA is for every player to play an equal amount of time in games. At a minimum, every player must play one (1) full quarter of play (consecutive) and every player is required to sit one (1) full quarter of play (consecutive). A "full quarter" means a full quarter from start to finish. The consecutive playing or sitting time may not overlap two quarters or be part of two or more quarters.
2. Control shall be administered by the game scorekeeper who will record the quarter and time each player is involved in the game. Coaches shall remind/instruct the game scorekeeper regarding this requirement before each game, and shall assist the game scorekeeper in tracking playing time throughout the game.
3. Violation of this rule will result in the game being awarded to the other team.
4. In the event of injury to a Player who cannot continue play, the Coach will be allowed to substitute accordingly. However, if same Player can continue to play later in the game, he or she must abide by paragraph A above.
RULE NO. 2
A. Zone Defense:
1. Zone Defense is prohibited in the following leagues: A. Instructional B. PeeWee Boys and Girls C. Biddy Boys and Girls D. Grasshopper Boys and Girls 2. Instructional through Grasshopper – The only defense allowed is person to person no zone defense. No double teaming allowed. During the periods of time that pressing is allowed the press must be person to person. Again, no double teaming allowed.
B. Full Court Pressure
1. Referees should use discretion and advise coaches on violations. Referees have final discretion on Full Court Pressure violations.
2. No Full Court Pressure allowed in the Instructional and PeeWee Leagues
3. Full Court Pressure is allowed only in the last 2 minutes of the 4th quarter of play in the Biddy Boys and Biddy Girls Leagues.
4. Full Court Pressure is allowed only for the 4th quarter of play in the following Leagues:
A. Grasshopper Boys and Girls B. Bantam Boys
5. Full Court Pressure is allowed for the entire game in the following Leagues:
A. Bantam/Senior Girls B. Senior Boys
6. For purposes of Full Court Pressure rules, overtime periods shall be played as a continuation of the 4th quarter of play.
RULE NO. 3
A. Length of Quarter:
Eight minute quarters shall be played in all League games, with the clock stopping on each whistle of play.
RULE NO. 4
A. Personal Fouls:
Each Player shall be allowed 5 personal fouls per game before removal.
B. One-And-One and Two Shot Fouls:
In all Leagues, one-and-one foul shots start on the seventh foul committed in each half of play, with an additional foul shot being awarded as of the tenth foul of each half of play.
C. Foul Shots:
In the Instructional, PeeWee and Biddy Leagues, the foul shots will be taken from a 12ft line, in all other leagues from the 15ft line. Referees have final discretion on Full Court Pressure violations.
RULE NO. 5
A. Time Outs:
All leagues shall be allowed 4 time-outs per game. Maximum duration allowed for each time-out is 60 seconds. In each overtime period an additional timeout (maximum duration 60 seconds) will be allowed and any unused time-outs are carried over to the overtime periods.
RULE NO. 6
A. Overtime:
Overtime period shall be a 3-minute period and, if necessary, consecutive 3-minute overtime periods will be played.
RULE NO. 7
A. Three Point Shot:
The three point shot shall be allowed in all gyms so marked.
RULE NO. 8
A. Conduct:
All coaches are responsible for their players' conduct as well as their own.
B. Jewelry:
No jewelry of any kind may be worn during games.
CAMILLUS YOUTH BASKETBALL ASSOCIATION INVITATIONAL TOURNAMENT PARTICIPATION PROCEDURES (October, 1996; Revised September, 1997)
Intent: To provide CYBA players with advanced skills the opportunity to play other teams in organized invitational tournaments.
Procedures: An Invitational Tournament Participation Committee appointed by the Board of Directors, together with the appropriate League Commissioners, shall review and decide all requests for participation in invitational tournaments. The following procedures will be used to administer invitational tournament teams.
A. Fees for a team's participation in any invitational tournament will be paid by the members of the team and will not come from CYBA funds.
B. CYBA has one set of team jerseys which will be provided for an approved team's participation in an invitational tournament. It is the coach's responsibility to return the CYBA jerseys within one week after the tournament. A fee of $10 will be charged to the coach for each jersey not returned.
C. League games and practice shall take precedence over tournament games and practice.
D. Teams made up of Players from the Biddy Leagues and up are eligible to apply for approval to participate in invitational tournaments.
Selection Process:
A. All Coaches from the CYBA League that is forming a tournament team will be polled for five Player nominations each. The five players most frequently nominated by the League Coaches will be invited to participate on the tournament team.
B. The tournament team Coaches (as approved by the Invitational Tournament Participation Committee), will select the additional Players from that CYBA League for the tournament team in their discretion.
C. It is recommended that each tournament team carry approximately 8-10 players so that each Player has the opportunity for plenty of practice and playing time.
D. All Players participating on a tournament team must be registered participants for that year with the Camillus Youth Basketball Association.
